Legacy at Herndon Square, a 201-unit mixed-income rental community in downtown Atlanta, recently celebrated its grand opening.
Legacy is the second phase of the five-phase Herndon Square master plan, which will redevelop the 12-acre former Herndon Homes public housing site into a mixed-use community. Once complete, the Westside redevelopment will create at least 379 multifamily units across two mid-rise buildings, a 97-unit senior building delivered in phase one, 32 townhomes and commercial space.
Pennrose, Atlanta Housing, the City of Atlanta, Hunt Companies and Oakwood Development Group are partnering on the project, which will represent a $176 million investment when completed. More than $43 million of the funds is coming from Atlanta Housing.

Legacy at Herndon Square offers one-, two- and three-bedroom rental apartments. Of these, 43 units are priced at or below 80% of the Area Median Income (AMI), 87 units at or below 60% AMI, 40 units at or below 30% AMI and 30 units at market rate. The affordable and workforce apartments are funded by Low-Income Housing Tax Credits (LIHTC), with 80 units supported by Project-Based Vouchers through Atlanta Housing’s Homeflex program.
All apartments have modern kitchens with granite countertops, hard-surface flooring, in-unit washer and dryers, central A/C and free Wi-Fi. The community is built to meet EarthCraft Multifamily and ENERGY STAR Certification standards and offers residents an interior courtyard and green space, enclosed parking deck, resident lounge, wellness clinic, fitness center, computer business and learning center, dog wash station and outdoor covered picnic area.
It also includes 10,000 square feet of community-oriented commercial space that is designed to connect residents with the adjacent Science Square bio-health and life science innovation campus, which will bring over 1.8 million square feet of office, lab and life science space to the area.
Other parties providing funding include the Georgia Department of Community Affairs, Urban Residential Finance Authority of the City of Atlanta, Atlanta Housing, Invest Atlanta, Truist Bank and Grandbridge Real Estate Capital.
