Atlanta Mayor Andre Dickens named Atlanta Land Trust Executive Director Amanda Rhein as the city’s chief housing officer.
Under Rhein’s leadership, the Land Trust currently has 100 homes in trust and 100 more in development. With more than 20 years in affordable housing and community revitalization, Rhein also serves on the Mayor’s Affordable Housing Taskforce, which has helped produce over 12,000 units in Dickens’ first term.
“Amanda is a nationally respected leader whose experience, innovation and track record of execution will serve the city well, especially as we work to improve neighborhoods, increase affordable homeownership and spur transit-oriented development,” Dickens said in a press release. “With her leadership, we will continue to set national standards for how cities can tackle housing affordability with innovation and compassion.”
Rhein will start her new position in January 2026, reporting directly to Chief of Staff Courtney English.
Atlanta affordble-housing veteran Chatiqua Ellison was named deputy chief housing officer and senior advisor to the mayor on homelessness. Ellison oversees the city’s Rapid Housing Initiative, which has created 300 of an anticipated 500 homes for Atlanta’s unhoused, and led the Forest Cove Relocation, which rehoused 193 families from the now-closed Forest Cove Apartments.
Additionally, William Tucker, who has served on the mayor’s Office of Policy housing team since 2023, was appointed permanent director of the Housing Innovation Lab, while Director of Housing Policy Chanel Ziesel, Senior Real Estate Advisor Matt Delicata, Director of Special Projects Katie Molla, Assistant Director of Housing Delivery Carolyn Kovar and Housing Innovation Lab Assistant Director Colin Delargy will continue in their current roles.
“This team represents the best housing leadership in the country,” Dickenssaid . “Together, we’re not just building housing, we’re building pathways to stability, dignity and opportunity for all Atlantans.”
